It is difficult to say if gains in Japan will offset losses in Russia because it is unknown how long the Russian closure will last, said Joe Schuele, a U.S. Meat Export Federation spokesman in Denver, Colo.

The semiannual inventory report confirmed what many cattle market observers had expected: The record-setting drought in the southern Plains in 2011 that expanded into much of the country, including the Corn Belt in 2012, caused lower cattle numbers.

The Humane Society of the United States and other animal welfare groups filed a lawsuit Tuesday to restore federal protections for gray wolves in the western Great Lakes region that were lifted last year.
